FLIGHT APPLICATION IN UAS GEOGRAPHICAL ZONES

Civil Aviation Agency’s Unmanned Aircraft Information System (UAIS):

GENERAL INFORMATION

To submit an application for flights within UAS geographical zones, a UAS operator (a natural or legal person on whose behalf the flights are conducted) must have a user account with a valid registration*. If a person has a user account but has not completed or renewed their UAS operator registration, the section “UAS operations (flights)” will not be accessible.

* – The UAS operator registration in Latvia is valid for one year from the date of obtaining or renewing the registered UAS operator status.

The registration status and validity period of a UAS operator can be verified in the overview section of the relevant profile.

For natural persons:
NOTE: In most cases, natural persons hold both roles of “UAS Operator” and “Remote Pilot”, so valid registrations are required for both roles.

ACTIONS TO TAKE: 

  1. Log in to UASIS via the unified sign-in module or using your email and password (if previously set).
  2. Open the profile for which you wish to check the registration status by selecting the relevant role (natural or legal person profile).
  3. In the overview, verify the “UAS operator status.”
  4. If the registration is missing or invalid, follow the indicated further steps.
  5. If the “UAS operator status” shows “Registration valid,” the “UAS operations (flights)” section will be accessible in the overview.

To begin using UASIS, individuals need their own user profile, which can be created in one of two ways:

  • Logging in via the unified login module. Electronic identification is performed using the Latvia.lv identification solution (eID, eSignature, eSignature mobile, Smart-ID, internet banking). After successful identification, a user profile is automatically created with the role of “Verified user”. OR
  • Manual registration (available only for natural persons).* In this case, the limited rights for the user is enough – the ability to declare the necessary information to apply for and coordinate flights within UAS geographical zones under the Open category. The user account will be marked as “Unverified user,” which can be verified later by contacting the Civil Aviation Agency.

* – Legal persons must contact the Civil Aviation Agency by email at uas@caa.gov.lv.

To access Civil Aviation Agency services (for example, to take remote pilot exams, submit applications for cross-border UAS operations, or UAS operations outside the registration country within the Specific category under Article 13 of the Regulation (EU) and others), a verified user account in UASIS is required. Meanwhile, the “UAS operations (flights)” section, which allows flight coordination within UAS geographical zones, is also available to unverified users. In such cases, zone managers may request additional information during the flight coordination process.



ACTIONS TO TAKE:

  1. Log in to UASIS via the unified login module (to obtain a user profile with the role “Verified user”) or complete manual registration and log in using your email and password (to obtain the role “Unverified user”).
  2. Select “I am a UAS operator registered in another EEA country or Switzerland” and provide the requested information in the form.
  3. If the “UAS operator status” shows “Registration valid,” the “UAS operations (flights)” section will be accessible in the overview.

UAS operation (flight) registration

To complete the application form, please follow these steps:

FOR NATURAL PERSONS

Before preparing a flight application, you must provide information about the UAS (drones) in your possession or control. This information is necessary so that, during the UAS operations (flight) application process, you can select a specific drone from your list.



ACTIONS TO TAKE: 

  1. Open the “UAS” section.
  2. Select “Add new” (located at the top right above the table).
  3. Start typing the UAS model name (not all models available in the system appear in the initial dropdown). If the specific model does not appear in the list, select “Other”, or, if it has a Class C marking, contact the Civil Aviation Agency by emailing uas@caa.gov.lv.
  4. Depending on the UAS model, fill in the required information and click “Save.”

In accordance with Paragraph 54 of Cabinet Regulation No. 248 of 23 April 2024, “Unmanned Aircraft Flight Rules,” the application must include the following information (some of which is automatically loaded from the user profile):

About the UAS operator:

  • UAS operator registration number

  • Full name (for legal persons – company name and authorised representative’s full name)

  • Contact details (email address and phone number)

About the remote pilot:

  • CAA-issued remote pilot number

  • Full name

  • Contact details (email address and phone number)

About UAS (drone):

  • UASIS-assigned UAS number

  • Manufacturer and model of the unmanned aircraft

  • UAS class

  • Indication of the remote identification device and its serial number

About the planned flight or series of flights:

  • Flight geography (specify one or more zones where the flight is planned)

  • Start and end date and time

  • Maximum flight altitude

  • Purpose of the flight

  • If flights are conducted within the Specific category, the type and number of the Specific category UAS Operational Authorisation (or any other document) issued by the Civil Aviation Agency



ACTIONS TO TAKE: 

  1. Open the “UAS operations (flights)” section.
  2. Complete the required information in the application form.
  3. To save a draft, click “Save”. To submit the application to the UAS geographical zone manager(s), click “Submit”. All saved and submitted applications will be available in the “UAS operations (flights)” section.

FOR LEGAL ENTITIES

To facilitate the organisation of work related to flight applications on behalf of a legal entity, the UASIS system includes the role “UAS Operator Profile User”, which can be assigned to multiple representatives of the organisation. This role provides the following functions:

  1. User management – add remote pilots to the legal entity’s profile.

  2. UAS operations (flights) – submit, manage and track the status of flights on behalf of the legal entity.

  3. Incident reporting – submit incident reports.

To assign this role, the legal entity must send an invitation to the individual it wishes to add through UASIS. Invitations can only be sent to individuals who already have a valid UASIS user profile.

The following information must be provided about the invitee:

  • Personal identification number
  • Organisational email address
  • Organisational telephone number


ACTIONS TO TAKE: 

  1. Ensure that the person you wish to invite has a valid UASIS user profile. If not, the invitation will be processed, but the person will not receive it.
  2. Open the “User Management” section.
  3. Select “Add Representative” (top right above the table).
  4. Enter the invitee’s details: personal identification number, email address and telephone number within the organisation.
  5. Click “Add”. The entry will appear in the “User Management” table only after the invitee accepts the invitation sent to their email address. The invitation link is valid for 24 hours.
  6. Ensure that those acting as remote pilots have the “UAS Operator Profile User” role shown in the “Roles” column. Only the legal entity and users with this role may submit flight applications on behalf of the organisation.

In addition to adding unmanned aircraft (drones), legal entities must invite and link remote pilots to their profile. Once the invitation is accepted, the information will appear in your list of remote pilots, from which you will be able to select a pilot when completing a flight application.

Before sending the invitation, the person you wish to add as a remote pilot must have a valid user profile and a remote pilot number.

Required information to invite a remote pilot:

  • Personal identification number (not the RP number)
  • Email address used within the organisation/institution
  • Telephone number used within the organisation/institution


ACTIONS TO TAKE: 

  1. Ensure the remote pilot you wish to invite has an active user profile in UASIS. If not, the invitation will be processed but will not be delivered to the user.

  2. Open the “User Management” section.

  3. Click “Add Remote Pilot” (located in the upper-right corner above the table).

  4. Enter the required information: personal identification number, organisational email address, and telephone number.

  5. Click “Add”. The entry will appear in the “User Management” table only after the person confirms the invitation received by email. The invitation link is valid for 24 hours.

  6. Ensure that users performing the duties of a remote pilot are listed with the “Remote Pilot” role in the “Roles” column. Only these users can be selected in UAS operation (flight) applications.
